Wisconsin had one of the softer job-gain rates in this group, though it still created work. New jobs can come from manufacturing, health care, agriculture, food production, tourism, education, and local businesses tied to cities like Milwaukee, Madison, and Green Bay.

But job losses were stronger. Factories can cut back when demand slows, while rural areas and smaller towns may struggle to replace lost employers. Retail and service businesses can also feel pressure from higher costs. Wisconsin was still moving, but the losses stood out more.
